Chief Minister Mann Emphasizes Focus on Ground-Level Implementation and Teacher Empowerment
Chandigarh — Chief Minister Bhagwant Mann on Saturday distributed appointment letters to 606 newly appointed employees in the Education Department during a ceremony that highlighted the government’s commitment to strengthening educational infrastructure across the state.

Government’s Transparent Recruitment Process
Addressing the gathering, CM Mann emphasized that the government ensures all legal hurdles are cleared before initiating recruitment processes to prevent future complications. He stressed that the current administration’s priority lies in implementing projects on the ground and maintaining direct communication with employees rather than seeking credit for achievements.
Contrasting the current approach with previous administrations, the Chief Minister alleged that earlier governments favoured close associates and extended preferential treatment in job allocations. “We have created a separate cadre for special educators to ensure merit-based recruitment,” Mann stated.
Vision for Societal Transformation Through Education
Painting a broader vision for Punjab’s future, CM Mann reaffirmed the government’s belief that wealth should not be measured by material possessions. “A person will be considered wealthy in the future not based on owning showrooms or having money in the bank, but on whether their children are well-educated,” he said.
The Chief Minister reiterated that teachers will be assigned exclusively to teaching-related duties, with non-academic responsibilities strictly curtailed. This policy aims to enable educators to focus entirely on student learning outcomes.
Major Infrastructure and Funding Developments
Education Secretary Anindita Mitra announced that a World Bank project worth ₹350 crore has been approved to improve the overall quality of education in the state. Furthermore, the government plans to appoint 3,000 special educators within the next year to support students with diverse learning needs.
Education Minister Harjot Singh Bains highlighted significant progress in school infrastructure improvements. Out of the state’s 28 lakh students, approximately 4 lakh children who previously sat on the floor during classes now have access to proper seating facilities. Additionally, 99.9 percent of school premises have been enclosed with boundary walls, enhancing security and creating a conducive learning environment.
The Minister also revealed that the government is working toward appointing principals in 100 percent of schools and promoting special educators to create new positions within the education system.
Budget Priorities and Financial Challenges
Bains noted that the Aam Aadmi Party government in Delhi has allocated 26-27 percent of its budget to education, setting a benchmark for educational investment. The Punjab government has committed to making special provisions for education in the state’s upcoming budget.
Despite the central government withholding ₹10,000 crore in funds, Bains emphasized that the state continues its rural development initiatives, with road construction projects proceeding as planned.

The appointment of 606 new education department employees represents a significant step toward the government’s goal of enhancing educational quality and accessibility across Chandigarh. With substantial World Bank funding and a clear focus on teacher empowerment and infrastructure development, the state appears positioned to make meaningful improvements in its education sector in the coming year.
