The Punjab Police initially initiated the case on February 18, 2025, by registering an FIR at the Goindwal Police Station in Tarn Taran district. The NIA subsequently took over the investigation on March 13, 2025.

The National Investigation Agency (NIA) has filed a chargesheet against two more accused in the Donkey Route human trafficking case, which involved illegally sending people to the US.
The chargesheeted accused include Sunny, a resident of Dharamshala, Kangra, Himachal Pradesh, and Shubham Sandhal alias Deep Hundi, a resident of Peeragarhi, Delhi. Both face charges of human trafficking and fraud. They were arrested in July this year, while the main accused, Gagandeep Singh alias Goldy, was arrested three months earlier from Tilak Nagar, Delhi.
The case was initially initiated by the Punjab Police on February 18, 2025, by registering an FIR at the Goindwal police station in Tarn Taran. The NIA subsequently took over the investigation on March 13, 2025.
The NIA’s investigation revealed that Sunny was active as a “dunker” and, from 2021 to 2023, was involved in illegal border crossings and hostage-taking of victims, working with Goldy and other associates in Mexico. He received money through hawala and bank transfers. Even after returning to India, he continued to transport people through the “dunker” route, manage hawala transactions, and logistics.
Shubham Sandhal, a Delhi-based hawala agent, was primarily responsible for illegal money laundering for the smuggling ring. He collected money from clients in India and transferred it to the United States and Mexico through the hawala network.
The NIA stated that the investigation is ongoing and the agency is identifying other accused. Also, action was intensified towards eliminating such gangs involved in illegal human trafficking and fraud.
