Punjab Expands ‘Mukh Mantri Sehat Yojana’ to Provide Free, Cashless Mental Health Care

CHANDIGARH – In a significant move to bridge the gap between physical and mental healthcare, the Punjab government has reinforced its Mukh Mantri Sehat Yojana, ensuring that citizens have access to free, cashless treatment for a wide range of mental health conditions.

Health and Family Welfare Minister Dr. Balbir Singh announced that the initiative is designed to dismantle the dual barriers of social stigma and financial hardship that have historically prevented individuals from seeking timely professional help.

Addressing a Silent Epidemic

Mental health challenges remain a profound public health concern in India. Data from the World Health Organization (WHO) and the 2016 National Mental Health Survey (NIMHANS) indicate that between 150 million and 200 million people nationwide suffer from mental health disorders.

Dr. Balbir Singh emphasized that the government is treating this as a top-tier priority. “Mental health should be given equal priority as physical health,” he stated. “Effective treatment is available, and with the removal of financial burdens through this scheme, we are seeing more patients coming forward during the early stages of their illness, which is crucial for better outcomes.”

Coverage and Facilities

The Mukh Mantri Sehat Yojana now includes 81 dedicated mental health packages, specifically curated to address conditions including:

  • Depression and Anxiety Disorders

  • Schizophrenia

  • Bipolar Disorder

  • Stress-related complications

  • Mental health conditions linked to addiction

Government hospitals have been equipped to provide advanced psychiatric interventions, including Electroconvulsive Therapy (ECT) and Transcranial Magnetic Stimulation (TMS). These treatments, once expensive and often inaccessible, are now fully covered under the state’s cashless insurance framework.

Holistic Approach: ‘CM’s Yogashala’

Recognizing that mental well-being is intrinsically linked to lifestyle, the state has also ramped up its ‘CM’s Yogashala’ initiative. By promoting yoga, the government aims to provide citizens with tools for emotional balance, stress management, and improved quality of life, viewing a “calm mind” as the foundational step toward a healthy society.

The Human Impact

Early feedback from medical professionals suggests that the initiative is working. Dr. Gagandeep Sekhon, a Consultant Psychiatrist at the Civil Hospital in Barnala, noted that there is a visible shift in how patients perceive psychiatric care.

“People are beginning to realize that mental health disorders are no different from physical illnesses,” Dr. Sekhon said. He pointed to the specific vulnerabilities of those aged 18 to 45, who face intense pressure from academic requirements, job instability, and the digital landscape. “The cashless facility provided by the government has been a game-changer. It encourages families who were previously hesitant due to costs to seek professional help early, preventing long-term complications.”

According to State Health Agency (SHA) data, the initiative has already facilitated treatment for 457 beneficiaries, with claims worth approximately ₹55 lakh settled to date.

The government continues to urge any individuals experiencing symptoms of mental distress to visit their nearest government health institution, reiterating that early intervention remains the most effective defense against the escalation of mental health challenges.
