Haryana Procurement Scam Blows Up: CM Orders FIR Against 5 Officials, Launches Crackdown on Illegal Paddy Smuggling

The Haryana government has dropped the hammer on corruption in the state’s grain procurement system. In a decisive move, Chief Minister Nayab Singh Saini has ordered FIRs against five officials caught manipulating records in the millet and paddy procurement process — a scandal that has rocked multiple Mandis across the state.

Massive Irregularities Exposed

A day after five officers were suspended, including Kanina Mandi EO Manoj Parashar and Kosli EO Narendra Kumar, the Chief Minister directed that criminal cases be registered immediately. Investigations revealed shocking discrepancies between the e-procurement portal and Mandi committee registers, suggesting deliberate fraud.

In Karnal, market supervisors Hardeep and Ashwani and auction recorder Satbir were found issuing fake gate passes using multiple IP addresses — a clear attempt to rig the procurement system. The CM has made it clear: those caught cheating the government and farmers will face the law, no exceptions.

“Every Grain Will Be Bought — But No Fraud Will Be Tolerated”

CM Saini held a high-level emergency review meeting on Saturday with top officials, DCs, and SPs across Haryana. He reaffirmed that the state is committed to buying every grain produced by genuine farmers, but warned that those smuggling crops from outside states or manipulating procurement data will face criminal prosecution and departmental dismissal.

Paddy Smuggling Under Scanner

The CM also ordered a state-wide crackdown on illegal paddy entry from neighbouring states. Police have been instructed to set up checkpoints in all border districts and conduct strict verifications of vehicles entering Haryana. “Stop the illegal entry of paddy at all costs,” the CM ordered, calling the cross-border racket a “direct theft of Haryana farmers’ rights.”

Widening Investigation Across Mandis

Officials informed the CM that complaints have surfaced from multiple districts, including Ambala, Yamunanagar, Kurukshetra, and Kaithal, regarding fake gate pass scanning and unauthorized crop entries. Physical verification of mills and procurement records is already underway.

So far, 52.18 lakh metric tons of paddy have been procured from 2.66 lakh farmers, and ₹10,204.98 crore has been transferred directly to their bank accounts. Meanwhile, 291.10 metric tons of millet have been procured by state agencies, and 3.99 lakh metric tons by private traders.

Mandis Under Watch

The Chief Minister has demanded a list of Mandis where gate pass misuse occurred, ordering immediate suspension and FIRs against the culprits. “From now on, gate passes will only be scanned within the designated Mandi area,” Saini said. “Any manipulation, any misuse — and those responsible will face harsh action.”
