Jalandhar/Nuh, November 29, 2025 — In a significant crackdown on cross-border espionage activities, Haryana Police have arrested a businessman from Jalandhar, Punjab, for allegedly spying for Pakistan’s intelligence agency ISI and facilitating hawala transactions worth crores of rupees.

The Arrest
Ajay Arora, a sweetmeat businessman residing in Malaysian Patti, Shahkot, was apprehended following the arrest of Advocate Rizwan from Nuh district, Haryana. A joint team of Haryana and Punjab Police conducted raids in Jalandhar on Wednesday and took Arora into custody for his suspected role in the espionage network.
The Charges
According to police sources, Arora is accused of:
- Facilitating hawala transactions for Pakistan-based operatives
- Receiving and transferring funds totalling Rs 30-35 lakh from Advocate Rizwan
- Maintaining financial accounts at the behest of individuals in Pakistan
- Channelling money through a network of relatives and friends
- Assisting in transactions with an overseas businessman
“Ajay Arora had direct connections with individuals in Pakistan. He would receive money from there and conceal it with his relatives and friends,” a senior police official stated. “His role in this network was quite dangerous.”
The ISI Connection
The arrest is linked to the broader case of Advocate Rizwan, who was taken into custody by Nuh police earlier this week. Rizwan allegedly worked as an operative for Pakistan’s Inter-Services Intelligence (ISI) and used hawala channels to funnel crores of rupees into India for terrorist activities, espionage operations, and drug smuggling.
An FIR has been registered at Tauru Sadar police station under Section 113 of the Bharatiya Nyaya Sanhita and Section 17 of the Unlawful Activities (Prevention) Act. Digital evidence, including WhatsApp chats and call logs showing contact with suspected Pakistani operatives, has been recovered by authorities.
Expanding Investigation
The investigation so far reveals that Arora played a crucial intermediary role in the financial operations of the spy network. He allegedly received substantial sums from Rizwan and transferred them to contacts abroad, effectively serving as a conduit for Pakistan-based intelligence operations.
Central intelligence and national security agencies have now joined the investigation to trace the complete network and identify other potential operatives. Another lawyer associated with Rizwan has also been detained for questioning as the probe widens.

Regional Pattern
This marks the third espionage-related arrest from the Mewat region this year, following earlier arrests of Mohammad Tarif and Arman on similar charges. The pattern suggests a systematic attempt by hostile intelligence agencies to establish networks in the border regions of Haryana and Punjab.
“We are committed to dismantling these anti-national networks operating on Indian soil,” said a police spokesperson. “The investigation is ongoing, and more arrests are likely in the coming days.”
Arora has been taken to Haryana for further interrogation, where he is being questioned about his contacts, financial transactions, and the extent of his involvement in espionage activities.
