State Government Completes Extensive Preparations; First Phase Commences May 15
CHANDIGARH – The Punjab government has finalized extensive preparations for the state’s comprehensive census, marking a significant step toward documenting demographic and socioeconomic data across the region. The first phase of the census will commence with household listing from May 15 to June 30, 2026, while residents will have the option to self-enumerate starting April 30.

Following the approval of Governor and the completion of meticulous groundwork, the Local Bodies Department has deployed officers across all districts. The Central Government has directed the completion of the first phase between April 1 and September 30, 2026, with the state government choosing to begin household enumeration on May 15.
SELF-ENUMERATION: A MODERN APPROACH
In a progressive move, the Punjab government has introduced a self-enumeration option, allowing residents to enter their household information independently. From April 30 to May 14, people can provide their data through a dedicated mobile application or web portal. For those without access to digital devices or internet connectivity, trained field staff will be available to provide on-site assistance, ensuring no household is left behind.
This digital-first approach aims to streamline the data collection process while improving accuracy and reducing administrative burden.
COMPREHENSIVE DATA COLLECTION
The census will gather information through 33 carefully designed questions covering multiple aspects of household composition and living conditions. The questionnaire encompasses both structural and socioeconomic indicators, including:
Building and Housing: Questions regarding building numbers, main floor materials, wall construction materials, and roof materials will assess housing infrastructure. The enumeration will also capture information about the house’s status and primary use classification.
Household Amenities: Data will be collected on the availability of critical facilities including bathroom facilities, kitchen space, and liquefied petroleum gas (LPG) or piped natural gas (PNG) connections—indicators of household comfort and development.
Modern Infrastructure: The census will document possession of vehicles, laptops, and computers, as well as internet access availability. These metrics reflect the digital penetration and modernization levels within households.
Basic Services: Information regarding the main source of drinking water will provide crucial insights into public health infrastructure and water security across different regions.
Family Structure: The enumeration will record family composition details, including family numbers, the name of the head of household, and the number of married couples residing in each family unit.
EXTENSIVE PRE-ENUMERATION PREPARATION
The Punjab government’s preparation for the census has been comprehensive and methodical. The department has completed preparation of detailed municipal and ward boundary records, establishing a robust framework for accurate geographical delineation.
Pre-tests were conducted in three key districts—Amritsar, Jalandhar, and Malerkotla—to identify potential challenges and refine the enumeration process. Extensive rehearsals in these districts enabled officials to test protocols and field procedures. Any issues identified during these rehearsals will be addressed before the main household listing phase commences.
TRAINED WORKFORCE AND DEPLOYMENT
Following the Governor’s approval, the department has deployed a specialized workforce to lead the census operations. Census Officers have been appointed from various administrative and technical cadres, including Additional Commissioners, Joint Commissioners, Assistant Commissioners, Town Planners, Assistant Town Planners, Superintendent Engineers, and Municipal Corporation Engineers. These officers will perform all duties and responsibilities assigned to them under the Census Act, 1948, and the applicable rules thereunder.
Additionally, a massive workforce of 3.4 million employees has been trained to facilitate the second phase of the census, which is scheduled to commence on February 1, 2027.
TIMELINE AND NEXT STEPS
The census process is structured in two phases. The first phase, beginning May 15, 2026, involves household enumeration and infrastructure documentation. The second phase, commencing February 1, 2027, will build upon the foundational data collected in the first phase, with trained enumerators conducting in-depth demographic and socioeconomic surveys.
