Moga ADC Charumita Reinstated After 105 Days; Departmental Inquiry Continues

The Punjab government has formally reinstated Additional Deputy Commissioner (ADC) Charumita of Moga district after 105 days of suspension, effective immediately, according to orders issued by Punjab Chief Secretary KAP Sinha. However, her reinstatement does not bring closure to the controversy surrounding her, as the departmental inquiry into alleged irregularities in a land acquisition case will continue.

Charumita, a 2014-batch Punjab Civil Service (PCS) officer, was suspended on November 6, 2025, over alleged irregularities in the acquisition of land for National Highway 703 (Dharamkot-Shahkot Road). The case has drawn significant attention due to what is known as a double compensation dispute, in which landowners approached the High Court seeking higher compensation for their properties.

The Controversy

The core of the inquiry centres on a puzzling discrepancy in the land acquisition records. During the investigation, authorities discovered that the land in question had likely been under government ownership since 1963. Despite this, an award of approximately ₹3.7 crore was passed, treating it as a new acquisition requiring compensation to private owners.

This development raised red flags for investigating agencies, who suspected procedural irregularities in how the compensation was determined and approved. The case triggered concerns about possible financial misappropriation and administrative misconduct at the district level.

Charumita’s Defence

Throughout the investigation, Charumita has consistently maintained her innocence. In statements to investigators, she has asserted three key points in her defence

First, she categorically denied approving any Change of Land Use (CLU), a crucial procedural step in land acquisition cases. Second, she stated that the disputed compensation amount of ₹3.7 crore has remained in the government account and was not released to any private individual. Third, she emphasized that the state government suffered no financial loss as a result of these transactions.

“The disputed amount remains in the government account,” Charumita told investigators, stressing that no funds were misappropriated or diverted to unauthorized recipients.

Path Forward

The reinstatement order comes after more than three months of suspension. Charumita will return to her duties as ADC, though her official status remains under a cloud of inquiry. The departmental investigation, which will determine her ultimate fate in the service, is set to continue.

The Punjab government’s decision to reinstate her suggests authorities found insufficient grounds for immediate disciplinary action, though the ongoing inquiry indicates the investigation is far from conclusive. A final determination on her service record and conduct will be made based on the findings of the departmental inquiry report.

The case highlights the complex intersection of administrative procedure, land acquisition law, and accountability in government operations. As the inquiry proceeds, the decisions made by the investigating authorities will establish important precedents for similar cases in the state.
