PHAGWARA – In a move set to transform the industrial and social landscape of the Doaba region, Punjab Chief Minister Bhagwant Singh Mann today announced the formal re-opening of the world-famous JCT Mill Phagwara. Terming the mill the “heart of Doaba,” the Chief Minister declared that its revival would trigger a wave of economic activity and provide much-needed employment for the state’s youth.
The announcement was made during a “Thank You” visit to Phagwara, where the CM addressed a massive gathering despite a prevailing heatwave.
Industrial Revival and Worker Rights
Chief Minister Mann revealed that the assets of the JCT Mill have been acquired by a Punjabi entrepreneur. However, he issued a stern directive regarding the mill’s previous financial troubles.
“Before granting any permissions for operations, we made it clear: every penny of the workers’ pending salaries and dues must be settled first,” Mann stated. “The restoration of this mill’s former glory will not come at the cost of the labour force that built it.”
In addition to the industrial boost, the CM announced the revival of the legendary JCT Football Club. The move aims to put Punjab back on the international football map and revitalize the state’s rich sporting heritage.

Justice for Farmers and Social Reform
Addressing the long-standing grievances of sugarcane growers, the CM assured that all arrears would be cleared. He noted that the state has already attached the properties of mill owners who fled abroad, and these assets will be auctioned to compensate farmers.
On the legal front, Mann highlighted recent legislative reforms:

Sacrilege Laws: The CM emphasized the enactment of strict laws to prevent the sacrilege of Sri Guru Granth Sahib Ji, closing loopholes that previously allowed culprits to escape by feigning mental illness.

Religious Commemoration: The government has planned year-long celebrations for the 650th Parkash Purb of Sri Guru Ravidass Maharaj Ji. Initiatives include the development of “Guru Ravidass Bagichis” (gardens) across 650 acres of land and the release of a commemorative pendant at Khuralgarh.
Major Welfare Schemes Launched
The Chief Minister also detailed two flagship social security initiatives designed to provide direct relief to residents:

“People’s tax money belongs to the state, and we are returning it through schools, hospitals, and direct financial aid,” Mann said, noting that Rs 9,300 crore has already been allocated for the women’s monthly assistance scheme.

Warning Against Divisive Politics
Closing his address, the Chief Minister cautioned the public against forces attempting to divide the state on religious lines. He specifically criticized the BJP’s “politics of intimidation” and urged Punjabis to remain united to ensure the state’s development remains on track.
The event was attended by high-ranking officials including Lok Sabha Member Dr. Rajkumar Chabbewal and senior AAP leader Harnoor Singh Harji Mann.
