Delhi Blast Investigation: Security Agencies Intensify Crackdown on Terror Networks in Uttar Pradesh

Over 250 Kashmiri medical professionals under scanner as NIA probes terror links across multiple states

Lucknow/New Delhi, November 23, 2025

In the wake of the devastating November 10 car explosion near Delhi’s Red Fort that claimed 15 lives and injured over 20 others, intelligence agencies have launched a sweeping investigation across Uttar Pradesh, putting more than 250 Kashmiri doctors and students under surveillance while scrutinizing several minority educational institutions.

Massive Intelligence Operation Underway

The National Investigation Agency (NIA), working in coordination with police forces from three states, is conducting a comprehensive review of every individual with suspicious connections to the Faridabad-based Jaish-e-Mohammed terror module that orchestrated the attack. The probe has expanded significantly, with the number of individuals under watch rising from 200 to over 250 in recent days.

Security sources reveal that Kashmiri doctors working in private hospitals and medical colleges across Uttar Pradesh are being closely monitored. Their activities, backgrounds, and associations are being meticulously documented, with the Anti-Terror Squad (ATS) forwarding their credentials to Jammu and Kashmir Police for verification of any potential criminal history.

Al Falah University at Centre of Investigation

The investigation has placed Al Falah University in Faridabad under intense scrutiny, with more than 200 doctors and staff members now under the scanner of multiple investigative agencies. Teams from the NIA, Delhi Police Special Cell, Uttar Pradesh ATS, Faridabad Crime Branch, and Jammu and Kashmir Police are currently working at the institution.

Several doctors from Kashmir affiliated with Al Falah Medical College have already been arrested, including Muzammil Ahmad Ganai from Pulwama and Adeel Majeed Rather from Qazigund. Investigators allege they were part of clandestine cells linked to Jaish-e-Mohammed and Ansar Ghazwat-ul-Hind.

Intelligence agencies are particularly concerned about individuals who fled the university premises immediately after the blast, suspecting some may have had connections to the terrorist network.

Financial Trail Under Investigation

Beyond personnel screening, investigators are examining the financial management and funding sources of more than half a dozen private medical colleges offering medical education in Uttar Pradesh. Most of these institutions are located in western Uttar Pradesh, though at least one in the state capital has also come under the investigative lens.

The ATS, Local Intelligence Unit (LIU), and local police are maintaining close surveillance on the activities of these institutions, looking for any irregularities that might indicate terror funding or support networks.

Background: The Red Fort Attack

The current crackdown follows the recovery of massive quantities of explosives by security forces in early November. On November 9, authorities seized approximately 350 kg of explosives, weapons, and ammunition from houses in Faridabad, followed by the recovery of another 2,563 kg of explosives the next day.

Despite these seizures, a car bomb detonated near the historic Red Fort on November 10, resulting in one of the deadliest terror attacks in recent years. Investigators describe the operation as a “white-collar terror module” that was planning coordinated attacks across multiple major Indian cities.

Ongoing Operations

Security agencies continue to pursue leads across multiple states, with the investigation expanding as new connections emerge. The authorities are treating this as a high-priority case given the sophistication of the terror network and the potential threat of further attacks.

The NIA has indicated that more arrests are likely as the investigation progresses, with agencies working round the clock to dismantle the entire network and prevent any future attacks.
