Toy Cars as Tools of Terror: Delhi Police Foils Multi-State Bomb Plot Targeting Ram Mandir and Parliament

NEW DELHI The Special Cell of the Delhi Police has dismantled a high-stakes terror module spanning four states, arresting four radicalized youths who allegedly conspired to launch a series of coordinated IED attacks across India. The plot, described by investigators as a “toy car” conspiracy, involved using remote-controlled vehicles to deliver explosives to some of the nation’s most sensitive landmarks.

The suspects—identified as Mohammad Hamad (19), Sheikh Imran (22), Mohammad Sohail (23), and Mosaib Ahmed (32)—were apprehended in a series of synchronized raids across Maharashtra, Odisha, Bihar, and Uttar Pradesh.


A Specialized Delivery Mechanism

According to Deputy Commissioner of Police (DCP) Praveen Kumar Tripathi, the group adopted a sophisticated “lone-wolf” style tactic to bypass high-security cordons. The plan involved:

  • The Assembly: Dismantling the internal circuitry of remote-controlled toy cars to house Improvised Explosive Devices (IEDs).

  • The Payload: Filling the devices with ball bearings and nails to maximize casualties in crowded public spaces.

  • The Execution: Using the remote-controlled range of the toys to trigger blasts from a distance, targeting the Ram Mandir, the Parliament House, and various military installations.

Police confirmed the recovery of IED components, ball bearings, and several modified toy cars during the arrests.


The Operatives: A Professional Divide

The module functioned as a decentralized unit, with members bringing specific professional skills to the conspiracy:

Radicalization and ‘Ghazwa-e-Hind’

The investigation revealed that the suspects were deeply influenced by extremist sermons online and shared a “mindset of dissent.” They were reportedly operating under the ideology of Ghazwa-e-Hind, believing in a mythological prophecy of a great war in the Indian subcontinent.

The cell utilized encrypted social media platforms to coordinate, with Sohail inciting followers to “stockpile weapons” as recently as March. The group was also actively seeking to formalize ties with the Pakistan-based terrorist organization Lashkar-e-Taiba (LeT).

Surveillance and Discovery

The breakthrough came when intelligence monitored Sheikh Imran’s visit to the capital in December 2025. Imran reportedly shared “objectionable” photographs of the Red Fort within a closed social media group, signaling the group’s intent to strike. Further digital forensics showed Mosaib Ahmed sharing photos of dismantled circuitry, proving the group had moved from the planning phase to active construction.


“This was a coordinated effort to strike at the heart of India’s democracy and heritage,” stated DCP Tripathi. “By arresting these individuals, we have neutralized a significant threat that sought to use everyday objects to commit mass violence.”

The four suspects remain in custody as the Special Cell continues to trace their financial trails and investigate the potential involvement of other sleeper cells across the country.
