Systematic enforcement transforms congested market streets into organized thoroughfares, drawing attention from municipal authorities across the country
ZIRAKPUR — A sustained anti-encroachment campaign in this bustling town has transformed congested market streets into organized thoroughfares, earning widespread public approval and drawing attention from municipal authorities across the country.
The Zirakpur Municipal Council’s enforcement team has spent recent months systematically removing illegal stalls and unauthorized vendors from public roads, adopting what officials describe as a “no-tolerance” approach that operates without favouritism or external pressure.

Streets Cleared, Markets Reorganized
Areas once choked with encroachments now feature clear pathways and orderly commercial zones. Residents say the difference is stark—streets previously difficult to navigate on foot have been restored to their full width, transforming the town’s commercial landscape.
“After many years, Zirakpur looks so organized,” said one long-time resident. “Where the roads once seemed narrow, they are now becoming uniformly wide, clean, and free of congestion.”
Inspector Ashok, who heads the enforcement unit, said the team has issued repeated warnings to violators before taking action. “No kind of encroachment will be tolerated anymore,” he said. “Wherever the team goes, it completes its work without any discrimination before returning.”
He acknowledged that some individuals have attempted to obstruct the team’s work but said enforcement continues regardless. Inspector Ashok plans to request additional personnel from senior authorities to enable continuous operations across the municipality.
Social Media Campaign Educates Public
In an unusual move for municipal enforcement, Ravinder Pal, who oversees day-to-day operations, has documented the campaign on social media platforms. The effort aims to raise public awareness about encroachment regulations and discourage future violations.
“We want people to be aware, not to set up stalls and carts in the wrong places, so that they do not face any problems in the future,” Ravinder Pal said. He described positive feedback from residents on social media as “the greatest honour for us.”
Other Cities Take Notice
The campaign has generated discussion among municipal officials in Punjab and other states, with some councils reportedly considering similar enforcement measures. Social media discussions about the “Zirakpur model” have raised questions about why other cities haven’t pursued comparable initiatives.
The success has positioned Zirakpur as a potential case study for other growing urban centers struggling to balance commercial activity with public space management.
Enforcement Process and Penalties
Under current procedures, confiscated goods are returned only after violators submit applications and pay prescribed fees. Vendors receive explicit warnings against re-establishing operations in unauthorized locations.
“If any person is found in the same place again, strict action will be taken against them,” Inspector Ashok said. He emphasized that enforcement applies equally to all violators, regardless of their connections or status.
Residents Express Optimism
Long-time residents have expressed strong satisfaction with the transformation. Many said they hope the improvements become permanent and that the municipal authorities will continue to maintain the standards achieved.
“The difference is stark,” said another resident. “Streets previously difficult to navigate on foot have been restored to their full width. It feels like a completely different town.”

Road Ahead
While the campaign’s immediate results are promising, officials acknowledge that sustaining such initiatives over time remains a common challenge for municipal authorities. The enforcement team has indicated that operations will continue to expand across additional neighbourhoods.
“This is just the beginning,” the anti-encroachment team said in a statement, signalling that the drive to reclaim public spaces will continue with the same rigor and consistency.
As Zirakpur’s experience gains attention, the municipality’s approach may offer valuable lessons for other urban centres wrestling with similar challenges of urban congestion and unauthorized commercial encroachment.
