ADGP commits suicide: FIR filed against DGP and Rohtak SP, among more than 10 officers, allegations against each officer

An FIR has been filed against DGP Shatrujeet Kapoor and Rohtak SP Narendra Bijarnia, among more than 10 officers, in the ADGP suicide case. Chandigarh Police have filed a case based on the suicide note. Police may soon summon the accused for questioning.

On Thursday night, Chandigarh Police filed a case against DGP Shatrujeet Kapoor and more than 10 officers in the suicide case of Y. Puran Kumar, a 2001 batch ADGP-rank IPS officer from Haryana. Based on the suicide note, the FIR was filed at the Sector 11 police station on the third day of the incident under sections 108 RW, 3(5) BNS, and 3(1)(r) of the POA (SC/ST) Act. In his suicide note, Puran Kumar accused DGP Shatrujeet Kapoor and Rohtak SP Narendra Bijarnia, along with more than 10 other officers, of harassment, caste-based harassment, and public humiliation.

Case registered based on suicide note

In this case, Puran Kumar’s wife, IAS officer Amneet P. Kumar, filed a complaint at Sector 11 police station on Wednesday against DGP Shatrujeet Kapoor and Rohtak SP Narendra Bijarnia, alleging that he was forced to commit suicide. Chandigarh Police stated that a case has been registered based on the suicide note and an investigation has been initiated against all the accused. The accused may be summoned for questioning soon.

Officials unwilling to comment officially

Until Thursday morning, senior Chandigarh Police officials were suggesting they would seek legal advice before filing an FIR in the case, but by nightfall, the FIR was filed. No official is willing to comment officially on the matter. A senior official said that a case has been filed against all the officers accused in the suicide note.

What allegations were made against which officer?

-DGP Shatrujeet Kapoor                                                                                                                      Additional rules were imposed on Y. Puran Kumar’s case during the allotment of a government residence in Panchkula. The official vehicle was withdrawn. A deliberately anonymous complaint was filed by the DGP’s office. Casteist remarks were written in the annual report.

-ADGP Amitabh Dhillon                                                                                                                            Charges of conspiring to obstruct action for seeking information under the RTI and publicly humiliating and harassing him.

ADGP Sanjay Kumar
Charged with falsifying documents to harass and humiliate the officer publicly, and with Kapoor and Dhillon, leaking information about proposed departmental action to the media.

IG Pankaj Nain
Charged with colluding with Kapoor and Dhillon to fabricate baseless and malicious complaints.

IPS Kala Ramachandran
Charged with filing a false affidavit at the behest of the DGP.

IPS Sandeep Khirwar and Sibas Kaviraj

Allegations of harassment at the behest of the DGP

A case has been registered against all the officers accused in the ADGP’s suicide note. – Kanwardeep Kaur, SSP, Chandigarh

Amneet told the CM: “There will be no post-mortem or cremation until action is taken.”
Earlier, Chief Minister Nayab Singh Saini, who returned from a trip to Japan, arrived directly from the airport at 12:28 pm on Thursday at Amneet P. Kumar’s official residence in Sector 24. Amneet clearly stated to the Chief Minister that this was not a suicide, but that the system had murdered Puran Kumar. Puran Kumar’s body will not be subjected to a post-mortem or cremation until action is taken against the accused.

The Chief Minister stayed there for approximately 44 minutes. According to sources, the Chief Minister spoke with Amneet P. Kumar for approximately 20 minutes. During this time, Amneet said that the suicide note mentioned harassment of her husband. Subsequently, his image was tarnished by filing a case in Rohtak as part of a conspiracy.

These officers should be suspended with immediate effect and arrested. Amneet stated that her family is also in danger. The government should ensure the lifelong safety of her daughters, especially her daughters. Chief Principal Secretary to the Chief Minister, Rajesh Khullar, CID Chief Saurabh Singh, and two other senior IAS officers were also present.

Scheduled Caste Commission seeks report from Chandigarh Chief Secretary and DGP within seven days

The National Commission for Scheduled Castes has taken suo motu cognizance of the suicide case of Y. Puran Kumar. The Commission has issued notices to the Chief Secretary of Chandigarh and the DGP of Chandigarh Police, asking them to submit an action report within seven days. The Commission has decided to investigate the matter using its powers under Article 338 of the Constitution of India.

The Commission has clarified that the report submitted by the Chandigarh administration must include the names of all the accused, the FIR number, date, and sections, the arrest of the accused, and the compensation amount paid to the victim’s family.

In the letter sent by the Commission to the Chief Secretary and DGP, it has been said that if the Commission does not receive any reply from you within the stipulated time, then a summons may be issued to you personally or your representative to appear before the Commission.
