️ Illegal Flat Sales at BLP Project in Zirakpur Raise Questions Over RERA and MC Oversight

Buyers Warned: Unapproved Projects Continue to Flourish Amid Weak Enforcement in Punjab’s Real Estate Sector

A serious case of alleged illegal construction and flat sales has come to light in Zirakpur, SAS Nagar, involving a real estate project identified as BLP Project Site 1, Pind Dayalpura (next to Chimney Heights). The project is reportedly being developed and marketed without mandatory approvals or registration under RERA Punjab.

According to an RTI application filed by Amrit Preet, a resident of Jalandhar, the project is being promoted by Mr. Dharam Chand and Mr. Shiva . The application alleges that the promoters are openly selling flats through Expressions of Interest (EOI) without obtaining any sanctioned building plan or official clearance from Municipal Council Zirakpur or RERA Punjab.

Despite clear violations of the Real Estate (Regulation and Development) Act, 2016, and MC building bye-laws, no visible action has reportedly been taken so far by the concerned authorities.

The RTI seeks crucial information from RERA Punjab, including:

  • Whether the project has received any approvals or clearances from MC Zirakpur.

  • Whether the project is registered under RERA Punjab, and if yes, the registration number.

  • Copies of approved building plans, if any.

  • Details of actions initiated against the promoters for unauthorized construction.

  • Reasons for inaction, if no steps have been taken so far.

  • Names and designations of officers responsible for monitoring such violations in Zirakpur.

The applicant, Amrit Preet, stated that the project continues to advertise and collect bookings from unsuspecting buyers despite lacking basic legal approvals. “This is a clear case of public exploitation and negligence by authorities,” the applicant states, urging RERA Punjab to take strict action and ensure transparency.

Zirakpur has long been under the spotlight for illegal and unregulated real estate projects, with multiple cases reported in the past where promoters have sold units without registration or occupancy permissions.
