Chandigarh: The noose around suspended DIG Harcharan Singh Bhullar’s neck is tightening further. The CBI has now launched an all-out probe into his massive undisclosed assets and possible corruption network, while also grilling two IPS officers from Ropar Range who worked directly under him.

Bhullar, already jailed in the ₹8 lakh bribery scandal, has now admitted to owning properties worth a staggering ₹16 crore in his latest affidavit submitted to the Punjab Government. The revelations have sparked the CBI to prepare a new Disproportionate Assets (DA) case against the disgraced officer.
CBI Grills Senior Officers — Chain of Corruption Under Scanner
Sources from the CBI’s Chandigarh Anti-Corruption Bureau confirmed that two SSPs from Ropar Range were summoned and interrogated about Bhullar’s tenure and questionable financial dealings. The agency will soon extend questioning to an SP and two DSP-rank officers, probing whether Bhullar used his subordinates to manipulate records or facilitate illegal deals.
The CBI is also tracking benami transactions linked to Bhullar, following the seizure of incriminating property papers from his Sector 40, Chandigarh residence during the raids. Officials suggest a network of shell properties and front transactions may have been used to hide illicit wealth.
From ₹3.8 Lakh Salary to ₹16 Crore Empire
Bhullar’s official documents tell a story of staggering disparity.
In his property return filed as of January 1, 2025, he listed eight high-value assets, including farmhouses, luxury flats, and prime land across Punjab and Chandigarh.
Despite drawing an annual salary of around ₹38.5 lakh, Bhullar’s empire spans crores.
Declared Properties Include:
-
6-kanal farmhouse in Kotkalan (Jalandhar) – worth ₹2 crore; inherited in 1993.
-
Flat in Sector 39B, Chandigarh – worth ₹1.5 crore; bought in 1999.
-
3-kanal 18-marla land in Iyali Khurd, Ludhiana – ₹2.10 crore; bought in 2005.
-
528-yard bungalow in Sector 40B, Chandigarh – ₹5 crore; purchased in 2008.
-
5-kanal plot in Khajurala, Kapurthala – ₹60 lakh; acquired in 2014.
-
15-acre farmland in Mand Sherian, Ludhiana – ₹3 crore; transferred in 2016.
-
1041-yard plot in Omaxe New Chandigarh – ₹1.60 crore; bought in 2023.

New Case in the Making
CBI sources say the DA case preparation is underway and may soon be registered as a separate FIR. Bhullar’s close aide and middleman Krishanu Sharda, also in Burail Jail, is likely to face another round of questioning.
Investigators are now focused on tracing fund flow patterns, possible hawala routes, and fake ownership structures that could expose a broader corruption web within Punjab’s police hierarchy
