Tragedy in Zirakpur: Rape Survivor Sets Herself Ablaze Outside Police Post Over Alleged Inaction

ZIRAKPUR A horrific act of desperation occurred on Tuesday outside the Baltana Police Post when a woman set herself on fire, allegedly distressed by the persistent indifference of local police regarding her rape complaint. The incident has sent shockwaves through the Chandigarh Tricity area, prompting a high-level magisterial inquiry and the immediate registration of a criminal case.

Critical Condition

The victim, who sustained 70% burn injuries, was rushed to the Government Medical College and Hospital (GMCH) in Sector 32. As her condition deteriorated, she was shifted to the Postgraduate Institute of Medical Education and Research (PGIMER) in Chandigarh, where she remains in critical condition.

Allegations of Police Apathy

According to the victim’s family, the woman had been visiting the Baltana Police Post for several days, pleading for an FIR to be registered against an individual who had allegedly raped her.

The victim’s brother alleged that when they arrived at the post on Tuesday to demand progress, the police personnel on duty treated them with hostility. “Instead of listening to our grievances, the officers scolded us and forcibly threw us out,” he stated. Shortly after being removed from the premises, the woman reportedly poured petrol on herself and self-immolated in full public view.

Administrative Action and Inquiry

In the wake of the public outcry, Deputy Commissioner Komal Mittal has ordered a comprehensive inquiry into the episode.

“I have directed the SSP to conduct a completely impartial investigation. If any negligence or misconduct by the police personnel is established, strict legal and departmental action will follow,” DC Mittal stated.

Key Measures Taken:

  • SIT Oversight: Investigation of the original rape complaint has been handed to an officer of Superintendent of Police (SP) rank.

  • CCTV Scrutiny: Authorities are reviewing footage from the police post to verify the family’s claims of harassment and forced removal.

  • Medical Support: The Civil Surgeon has been instructed to monitor the victim’s treatment at PGI to ensure no lapses in medical care.

Police Statement

Senior Superintendent of Police (SSP) Harmandeep Singh Hans confirmed that an FIR regarding the rape allegation has now been formally registered. While acknowledging the gravity of the self-immolation attempt, the SSP maintained that conclusions regarding police negligence would only be drawn after a thorough examination of all available facts and evidence.


Analysis: A Failure of Protocol?

Under the Lalita Kumari vs. Govt. of U.P. Supreme Court guidelines, police are legally mandated to register an FIR immediately in cases of cognizable offenses like sexual assault. The Zirakpur incident highlights the tragic consequences when “preliminary inquiries” are used as a tool for delay, potentially violating Section 166A of the Indian Penal Code, which penalizes public servants for failing to record information regarding such crimes.
