Punjab Assembly Clashes Over ‘Confidence’ Amid Labour Day Tributes

CHANDIGARH – The Punjab Legislative Assembly convened a high-stakes special session today, May 1, 2026, marking a day that began with tributes to the working class but quickly descended into a fierce political showdown. While the official agenda was dedicated to Labour Day and discussions on the MGNREGA scheme, the underlying current was the Aam Aadmi Party’s (AAP) urgent need to demonstrate internal stability following a catastrophic defection in the Rajya Sabha.

The “Confidence” Exercise: Stability or Self-Assurance?

The Mann government is set to move a Confidence Motion during the session, a move necessitated by the political earthquake of April 24, when seven out of ten AAP Rajya Sabha MPsincluding high-profile leaders like Raghav Chadha, Harbhajan Singh, and Sandeep Pathak—merged with the BJP.

  • The Whip: The AAP issued a strict whip to all 92 of its MLAs, mandating their presence to thwart any rumours of “Operation Lotus” creeping into the state assembly.

  • The Motive: By passing a confidence motion now, the government gains six months of immunity from any No-Confidence Motion, providing a much-needed cooling-off period to consolidate its ranks.

Congress Leader Partap Singh Bajwa scoffed at the move upon arriving at the House:

“If you claim there is no threat to your government, why the need for a floor test? This is nothing but an exercise in self-assurance for a party that has lost its moorings.”

Labour Day Agenda: MGNREGA and “G-Ram-G”

Chief Minister Bhagwant Mann maintained that the session’s primary focus remains the welfare of laborers. In a historic first, representatives from various labour unions were invited as special guests to witness the proceedings.

  • MGNREGA Overhaul: The session features intense debate over the Union Government’s recent restructuring of MGNREGA, which the state government claims has been “politically reconstituted” into a new scheme dubbed “G-Ram-G.”

  • The Criticism: Despite the government’s rhetoric, Punjab Congress President Amarinder Singh Raja Warring alleged that the session is a distraction. “Punjab has the worst MGNREGA performance in the country. Less than 1% of our laborers get the guaranteed 100 days of work,” Warring stated, calling the session a “smoke screen.”

The Parallel “Janata Di Vidhan Sabha”

While the official session proceeded in the Vidhan Sabha, the Punjab BJP organized a massive parallel assembly—Janata Di Vidhan Sabha—in Sector 37, Chandigarh.

Led by State President Sunil Jakhar and Union Minister Ravneet Bittu, the BJP used the platform to grill the government on issues omitted from the official session:

  • Law and Order: Rising concerns over state security and the influence of the drug mafia.

  • Economic Grievances: The non-payment of Dearness Allowance (DA) to government employees despite High Court directives.

  • Anti-Sacrilege Laws: Criticizing the government for failing to provide clarity on sensitive legislative business.

Key Takeaways from the Session

Feature Government Stance (AAP) Opposition Stance (Congress/BJP)
Primary Focus Honouring laborers and MGNREGA reform. Masking internal party defections.
Confidence Motion A reaffirmation of the people’s mandate. A sign of insecurity and political fear.
Floor Strategy Mandatory attendance via strict party whip. Holding a parallel “People’s Assembly” (BJP).

As the session continues without a “Question Hour,” the political landscape of Punjab remains volatile. While the AAP is expected to easily prove its majority on the floor, the battle for public perception—and the shadow of the seven defected MPs—continues to loom large over the state’s future.
