Punjab Launches ‘Mission Clean Punjab’: State Officials Mandated to Daily 7 AM Field Inspections

CHANDIGARH – In a major overhaul of urban sanitation governance, Punjab Local Government Minister Harjot Singh Bains has officially launched “Mission Clean Punjab,” a technology-driven, high-accountability initiative aimed at transforming the cleanliness of the state’s urban centres.

The centrepiece of the mission is a strict daily mandate: all municipal corporation and council officers, from top-tier administrators to field staff, are required to be on the ground from 7:00 AM to 8:00 AM every morning.

A Tech-Driven Approach to Sanitation

Minister Bains emphasized that the mission is not merely a symbolic gesture but a sustained, daily effort. To ensure transparency and adherence, the government is leveraging modern technology:

  • AI-Enabled Tracking: A custom mobile application will be used to monitor the real-time progress of the campaign.

  • Mandatory Connectivity: All officers are required to carry smartphones with high-quality cameras and active internet connections to upload progress updates and engage in live video briefings.

  • Documented Results: The initiative focuses on achieving measurable, visible improvements, with daily reports mandated for every zone.

Decentralized Monitoring

To ensure total coverage, the government has partitioned every urban local body into 10-km zones. Each zone is placed under the direct supervision of a designated Monitoring Officer, including ADCs, MC Commissioners, Joint Commissioners, or Executive Officers (EOs). These leaders are held personally responsible for the cleanliness of their respective jurisdictions.

Strict Accountability

Accountability is a primary pillar of “Mission Clean Punjab.” Minister Bains clarified that the campaign will be subject to frequent, unannounced “surprise checks” by himself and other senior leadership.

“This is not a one-time big event. This is a daily war against filth,” Minister Bains stated during the launch. “Chief Minister Bhagwant Singh Mann will personally monitor this campaign. Any officer can be called by the Chief Minister or me at any time. No excuses will work.”

Empowerment of Citizens

The government is positioning the mission as an open, public-facing drive. By mandating that staff be on the streets during peak morning hours, the state aims to make municipal services visible to the public. Minister Bains has extended an invitation for citizens to report directly to the ministry if they do not see a tangible difference in their local areas.

As the campaign enters its first phase, the message to municipal officers is clear: the era of lax oversight has ended, and consistent, documented ground-level performance is now the benchmark for service in urban Punjab.
