PM Modi Receives Ceremonial Welcome; Eight Agreements Signed to Deepen Bilateral Cooperation
New Delhi — Prime Minister Narendra Modi’s historic bilateral visit to Ethiopia has culminated in a significant elevation of India-Ethiopia relations to a strategic partnership, marking a new chapter in the two nations’ millennia-old ties. The move signals India’s deepening commitment to strengthening partnerships across the African continent.
Following comprehensive delegation-level talks with Ethiopian Prime Minister Abiy Ahmed Ali at the National Palace, both leaders announced the transformation of their historical relationship into a formal strategic partnership. The decision, highlighted by the signing of eight important agreements and Memoranda of Understanding, is expected to inject new momentum into India-Africa relations.
“India and Ethiopia are transforming their relationship into a strategic partnership that will bring new energy, momentum, and depth to our bilateral ties,” Modi stated during the talks, which covered critical areas including economy, technology, defence, health, education, capacity building, and multilateral cooperation.

A Partnership Rooted in History
Modi emphasized the unique foundation upon which the modern partnership is being built. “India and Ethiopia have had contact, dialogue, and cultural exchange for thousands of years,” he noted, highlighting both nations as symbols of unity in diversity and democratic powers committed to peace and human welfare.
As strategic partners in the Global South, the two countries have consistently supported each other on international platforms, a trend the new partnership aims to strengthen further.
Eight Key Agreements to Drive Cooperation
The eight agreements signed during Modi’s visit represent concrete commitments across multiple sectors:
- Upgradation of bilateral relations to strategic partnership status
- Customs cooperation framework
- Establishment of a data centre at the Ethiopian Ministry of Foreign Affairs
- Training partnerships for UN peacekeeping missions
- Debt restructuring assistance under the G20 framework
- Expansion of ICCR scholarships for Ethiopian students
- AI short courses for Ethiopian professionals
- Cooperation in maternal and new-born health services
In a significant gesture of support for Ethiopian education, Modi announced that India has decided to double the number of scholarships available to Ethiopian students, underscoring New Delhi’s commitment to capacity building in the country.
Recognition of Ethiopia’s Regional Role
Modi acknowledged Ethiopia’s critical position in African affairs, noting that the country’s hosting of the African Union headquarters makes it a centre of continental diplomacy. He recalled India’s pivotal move during its G20 presidency in 2023 to grant the African Union permanent membership status—a step he emphasized reflects India’s vision for a more inclusive global order.
Strong Economic Foundations
Ethiopian Prime Minister Ali highlighted the robust economic relationship between the two nations. “Ethiopia’s economy is performing strongly, and India is the largest source of foreign direct investment for the country,” Ali stated, noting that more than 615 Indian companies are currently investing in Ethiopia, creating a foundation of mutual trust and prosperity.
Ali expressed appreciation for India’s commitment to prioritizing Africa’s development needs as the basis for partnership, reflecting a shared vision of equitable cooperation.
Historic Honour
In a historic gesture, Modi was conferred with Ethiopia’s highest honour, the Great Honour Nishan of Ethiopia—making him the first global head of state to receive this distinction. The symbolic recognition underscores the warmth and respect characterizing the bilateral relationship.
During his visit, Modi and Ali visited Friendship Park and Friendship Square, reinforcing the personal and diplomatic bonds between the two leaders. In a special gesture, Prime Minister Ali personally escorted Modi to his hotel following their discussions.

Looking Ahead
Modi expressed his profound appreciation for the Ethiopian welcome, noting the warmth displayed by the Indian community in the country. On Wednesday, he is scheduled to address a joint session of the Ethiopian Parliament, where he plans to share India’s experience as the “mother of democracy” and discuss the pivotal role of the India-Ethiopia partnership in shaping the future of the Global South.
The elevation of India-Ethiopia relations to a strategic partnership is expected to serve as a model for India’s broader engagement with the African continent, demonstrating New Delhi’s commitment to meaningful, multifaceted partnerships rooted in shared values and mutual development.
