Non-Bailable Warrant Issued Against KGMU Doctor Accused of Sexual Assault and Forced Conversion

Police intensify manhunt as accused doctor goes underground; property attachment proceedings to follow if apprehension fails

A non-bailable warrant has been issued against Dr. Ramiz Malik, a resident doctor at King George’s Medical University (KGMU), following serious allegations of sexual assault and forced religious conversion. The development comes after a female colleague filed a formal complaint detailing months of alleged harassment, coercion, and reproductive exploitation.

The district court issued the warrant following an application by police. However, multiple search operations across Uttar Pradesh and Uttarakhand have so far failed to locate the accused, who has reportedly switched off his mobile phone to evade arrest.

Victim’s Statement Corroborates FIR Allegations

According to DCP West Vishwajit Srivastava, the victim recorded her formal statement before a magistrate on Thursday, reiterating all allegations made in the First Information Report (FIR). The detailed account provides crucial legal documentation for the prosecution’s case.

“The victim’s statement was recorded before a magistrate. We had applied for a non-bailable warrant against the accused doctor, which the court has issued,” Srivastava stated.

Intensified Search Operations Underway

Police teams have conducted extensive raids across multiple locations, including Khatima in Uttarakhand, Bareilly, and other places, but the accused remains at large. The shutdown of his mobile phone has significantly hampered tracking efforts. However, law enforcement has shifted focus to monitoring the phones of his close associates in hopes of locating him.

Inspector Chowk Nagesh Upadhyay indicated that authorities are prepared to escalate measures if the warrant fails to bring results. “If the accused is not apprehended even after the issuance of the non-bailable warrant, property attachment proceedings will be initiated against him,” Upadhyay said.

The Allegations: A Timeline of Alleged Abuse

The case centres on allegations spanning several months, painting a picture of calculated exploitation and coercion. According to the victim’s account:

August: The accused allegedly came to the victim’s rented room under the pretext of marriage and sexually assaulted her.

September: The victim discovered she was pregnant. When she informed the accused, he provided her with medication to induce an abortion without her full consent.

Later: The victim learned that the accused was already married to another woman, a Hindu girl whom he had converted to Islam. When confronted, he allegedly pressured the victim to convert to Islam and subsequently blackmailed her.

December 17: Overwhelmed by the abuse and psychological pressure, the victim attempted suicide by consuming an overdose of medication.

Serious Charges Under Investigation

The case has triggered investigations under multiple sections of the Indian Penal Code, addressing sexual assault, coercion, forced religious conversion, and criminal intimidation. The allegations raise significant concerns about workplace safety and the vulnerability of women in medical institutions.

The case has drawn attention to issues of power dynamics within hierarchical medical environments and the broader question of institutional accountability in ensuring the safety of resident doctors.

Legal Path Forward

With the non-bailable warrant now in effect, the accused faces serious consequences if apprehended. The warrant underscores the court’s assessment of the gravity of allegations and the flight risk posed by the accused.

Should the police fail to apprehend Dr. Malik despite the warrant, property attachment proceedings will commence—a measure designed to pressure the accused’s return and prevent asset dissipation.

KGMU authorities are yet to issue an official statement regarding institutional action or measures to address workplace safety concerns in light of these allegations.
